Was inquiry needed?

Sir – Was I naive in thinking that the Cogges Link Road could not go ahead until the decision of the public inquiry was made?

If the decision has not yet been made, how can the council decide to start work on the road? Does this mean the public inquiry was just a costly exercise to entertain the people of Witney, while the county council chooses to ignore the outcome?

It does seem that a blockade might be the only way of stopping this road.
