Widower told to remove flowers

A WIDOWER who has lovingly tended his wife's grave since she died 16 months ago, was shocked to be told that he had remove all the flowers he had planted for her.

Leonard Walker was heartbroken to be told to remove all his spring blooms because of a council regulation.

Witney Town Council, which ordered them removed by last Monday, blamed health and safety rules, and said having plain grass would enable easier maintenance of its Windrush Cemetery at Oxford Hill, Witney.

But Mr Walker, 66, of Newland, Witney, who has removed the plants, said the council had destroyed all the loving care he had put into looking after the site since his wife Margaret died last year, aged 60.

He said: "She died last year, and I have been coming here every day to remember her and tend the grave. This makes me really sad and angry."

"I'd put bulbs in and some angels with lights. But they told me it all had to come out, just to put it to grass.

"I only live a few hundred yards away and it's not as if the grave wasn't well looked after. I can't understand why they wanted to destroy all I've done."

The town council owns and is responsible for the upkeep of the cemetery, as well as the town's older Tower Hill Cemetery.

Janine Howells, the council's amenities manager, said: "Mr Walker was told about the rules.

"We have been very compassionate with him. You can't change the regulations for one individual. They are general now to most graveyards up and down the country."

"It makes the grass easier to maintain and we have maximum heights for headstones and a ban on kerbsets the length of the grave for health and safety reasons.

"We generally require people to come into line nine months after burial, we think that is long enough."

"Rules is Rules" Has it really come to this? Has the last drop of humanity really been squeezed out?

Health and Safety rules? Are there statistics for how many people nationally have been injured by flowers in cemeteries?

Poor Mr. Walker and poor Witney Town Council that they can issue an edict like this on the grounds of health and safety. What on earth could be wrong with Mr. Walker being allowed planting around his wife's headstone. Pathetic rules, pathetic drips on the Council.

This report just about sums up how ridiculous this country has got with it's daft health and safety policy. Welcome to the united states of england!Everyone is petrified of being sued,i'm almost ashamed to say i'm british! I have an amazing invention i would like all of the 'pc' people to try out.... concrete flippers and swimsuit, i'll quite happily row you out to the english channel to test them too.

I feel for Mr Walker, really I do! However, we were also told when my grandfather was buried 2 years ago that no flowers or plants were to planted in the cemetary soil. We placed a headstone that allows you to plant flowers in the headstone itself. I agree that the rule is absurd and that people should have the right to decorate the resting place of their loved ones as they see fit, but the council do tell you right from the beginning what you are and are not allowed to do to avoid causing upset later on.

Yes ok I know it is difficult to keep the graveyard tidy when there are loads of items/plants to cut round as my hubby does it on a private hire in a village but it is the comment about the 9 months that has got me !!! 9 MONTHS has this heartless woman never lost anyone??? my dad die nearly 8 years ago and I grieve for him every day!!.

This gentleman has a 3ft x 1.5ft garden area next to the head stone to grow seasonal flowers, which has been omitted in this article
There is no H&S aspect for this gentleman to complain about, that reference was for short walls. All these points are covered in the regulations issued before internment

Well down Witney Town Council for sticking to your guns. Rules are made to be adhered to by everyone and one person should not be allowed to get away with this. You are told clearly at the beginning about the no planting rule. This enables the Town Council to keep the cemetary clean and tidy. Mr Walker has absolutely nothing to complain about and has been treated more than fairly.
