Relief road: 'No money to build'

NO one knows if and when Witney's other major town centre relief road, the West End Link, will ever be completed.

Inquiries by the Gazette this week reveal that the road, providing another town crossing over the River Windrush, is still within the Local Plan, and, therefore, an aspiration.

But Oxfordshire County Council, the highways authority, admits it has no money to build it. And the chances of getting the money are really dependent on whether there will be yet more housebuilding in the north of the town.

Meanwhile, to judge by comments on the Gazette's website this week, public opinion doubts the usefulness of the county's decision to forge ahead with the Cogges Link Road.

Also, an online poll was running neck and neck between preference for the Cogges Link and the alternative of expanding the Shores Green junction on the A40 Witney bypass. Strange voting patterns over the weekend, though, have since skewed the results. As reported in last week's Gazette, the county still believes the £16.4m link road is the better option, and hopes to have it open by 2012. But the local branch of the Campaign to Protect Rural England (CPRE) is to press for a public inquiry. As Witney continues to expand, both local authorities and people living in the town agree major changes are needed to the inadequate road system.

Although the county is against changes to the Shore Green junction to the east of the town, it does say that it plans to go ahead with a new A40 junction in the west at Downs Road. It is to be tied in to the town's next planned expansion with new housing at the North Curbridge site.

Paul Smith, county council spokesman, said: "Based on current estimates, we believe we have enough funding to deliver a roundabout on the A40 adjacent to the Downs Road over-bridge.

"However, further work is being carried out to obtain more detailed costings, and also to look at how future housing and employment development options that are being considered by the district council would affect the performance of the junction.

"This work is due to be completed by the end of the year, when a decision will be taken on how to progress the scheme."

Construction of the West End Link was split into two parts. The first, linking Burford Road and Welch Way, has been completed - named Woodford Way. The second, and more crucial section, linking Burford Road with the junction of West End and Hailey Road and crossing the River Windrush, is still on the drawing board. Planners call it WEL2.

Barry Norton, leader of the district council, said this week: "The second section is obviously much more expensive and, because the county has no money, it remains an aspiration.

"Several years ago, we were talking of several million pounds, and realistically the money will have to come from developers. The Witney North consortium of landowners and developers wanting to build in the north of the town promised to pay for it, but the town's next area of growth is likely to be in the west. Developer funding is, therefore, not imminent."

A statement from the county council for the Gazette said this week: "Our current policy is to deliver Cogges Link first and to then investigate what impact Cogges had had on traffic flows in the town, before re-evaluating the need for WEL2.

"There is currently no funding to deliver WEL2, so, if we did decide to pursue it, we would have to secure further funding from somewhere."

Urgency to address the town's road system was this week reflected in web comments. Chris, of Witney, said: "Something needs to be done with Witney's roads, whether it's this (Cogges Link) or something else. Either this plan needs to be allowed to go ahead or it needs to be put to bed and an alternative road built."

Richard, of Witney, wrote: "I am sick to death of a 1.5-mile journey taking my son to school every morning taking 45 mins, and the same picking him up."

How about this.

The countys own report says there is hardly any difference in the traffic reduction between the Shore Green and Cogges Link Road Option.

Instead of spending £16.4 million of the Cogges Link road build Shores Green for a fraction of the cost and use the rest of the money for the Windrush crossing?

Exactly, why ruin acres of countryside when slip roads at shores Green will work?!?! I am also amazed that a further A40 junction in the west at Downs Road is even being thought about, why? this is not needed there is no traffic problems at that end of town really and any that are (mornings) at the crossroads could be easily fixed by painting more lines on the road and sorting out the traffic lights on the Crossroads by Focus.

I am amazed and gobsmacked that the council would even consider such frivolous wasting of money.

Im sure the funding for the WEL will come from the developers that WODC do a deal with, just like the promises they have made to developers who are going to in fill on the Cogges link road, hence the pressure to get it built.

No money to build the relief road? But money to rebuild a path in Hailey road that hardly anybody uses! No money to build a relief road? but money to introduce ridiculous traffic calming measures and street lighting in a Hamlet like Crawley, when there are far more deserving places that need these things, I.E. Hailey, Hailey has a primary school crossing that is situated on a blind bend where the traffic is far more likely to cause accidents due to speed than Crawley is! The people of Hailey have been petitioning for years to get this sorted and as yet have been fobbed off, I would like somone to explain how, when we are told there is no money to do these things, all of a sudden other projects that do seem less important suddenly get the go ahead? so no money to build a link road! what aload of crap! This link road has been promised, debated, and still nothing, ive lived in Witney for over 40 years and I AM ABSOLUTELY sick of all the bulls**t fed to us from the council, according to them "WE NEED TO BUILD MORE HOUSES TO AFFORD TO BUILD THIS LINK ROAD" but doesnt more houses mean more traffic? So by the time it,s built "if at all" wont that mean we wont be any better off? Perhaps the council could consider putting the infrastructure in before they give permission for these projects to go ahead! oh but silly me that would be being sensible wouldnt it!

The Cogges-Link road will solve nothing. The very fact that it exits at Sainsburys roundabout is laughable in itself, except joy for Sainsburys. Paul Timms said in letters in the Gazette that last year's floods highlighted the need for a link across the river. What an **** statement! Building on a flood-plain will exacerbate the problem, not solve it! Going for the expensive of two options should tell you everything. My solution? Shores Green, because it leaves money to do something else with. AND do away with the traffic lights at Focus x-roads, build a roundabout there and the traffic will filter itself. Minimum of 40-50% traffic flow improvement at a stroke.

Bsically the council have no interest in doing anything.

It is far easire to put forward noddy ideas and let them stew for years while they pick up nice fees and expenses chewing them over.

Strap on a pair and do SOMETHING, otherwise step aside and let someone else take action.

We have lived in Witney for almost 30 years and have long said that a four-way junction at Shores Green would make sense. Most of our journeys head west and I am fed up with all of the hold-ups along Bridge Street, up Mill Street, and through Minster Lovell. There are far more sets of traffic lights now and some days it takes half-an-hour just to get to the A40 when the road is inaccessible a few hundred yards away. The Cogges Link road is madness. Why build a dual carriageway replicating a dual carriageway? Save some of the money for more deserving schemes.

Re the West End Link, was this not supposed to have been paid for by Tesco when there was talk of them developing Marriots Close - but that all fell through due to the Sainsbury/Waitrose opposition (both of whom would benefit from the Cogges Link ending where it is planned). Why have the housing developers of the Early's site not contributed to the West End Link? The new houses add greatly to the traffic problems.

Shores Green is the simple solution, if the new road past Madley Brook (Jubilee Way) had been aimed in the right direction it would have been even better. Who has the vested interests in the Cogges Link being built? Not us tax payers or those who might be hit by an increased flood risk.

To Kdark, you have hit the nail right on the head! Yes Tesco,s did offer to fund a percentige of the the link road, at the time that Sainsbury,s got the go ahead to build their supermarket, so the question is "how come they got the tender and not Tescos" And without implacating myself all i will say is "it,s who you no and what you know" other wise why would a council turn down such an offer? Oh and by the way, wasnt Douglas Hurd the Witney M.P. at the time Sainsbury,s WAS BUILT? look into his family and you may come up with the answer! CURRUPTION IN THE POWERS THAT BE! NO CHANCE!

Abandon the Cogges link road and save more than just money!

Last Summer's flooding brought home to many just how important Bridge Street is for Witney. It is the only realistic and safe way to get vehicle access to the town centre from West End, Oxford Hill and Woodstock Road areas.

It also demonstrated that building in the flood plain puts whole communities at serious risk of flooding. Yet the Cogges link road is promoted as the only viable option for relieving pressure on Bridge Street.

Whilst a solution is undoubtedly long overdue, is it really worth building a new road and reducing further the valuable flood plain capacity?

It’s also widely believed that recent weather events are a taste of things to come as Global warming becomes more evident. Why then are the Local Authorities preferring to spend over £14 million on a road scheme that will produce a further 20,000 tonnes of CO2 per year. Could it be something to do with promises made to developers to infill some stretches of the route - who really stands to benefit from this?

I know I’m not alone in thinking that improvement to the Shores Green junction on the A40 is now the only viable option. It doesn’t involve building in the flood plain, it doesn’t increase congestion in the Sainsbury’s roundabout and Station Lane areas. It is also "carbon neutral" according to Oxfordshire County Councils own research!

Of course, the environmental impact of such a scheme is only part of the whole story. The worst part being that the scheme jsut won't work - it simply shifts the congestion elsewhere.

1.5 mile trip to take your child to school? Why aren't they walking?

If the link road doesn't go through hopefully the council will spend some of the money saved on resurfacing Woodstock Road and others in the town.
