Corn Exchange will re-open by end of year

Councillors say the Corn Exchange in Market Place will re-open by the end of the year despite a funding setback.

Witney Town Council’s bid for £1.8m funding from the Heritage Lottery Fund was rejected on Thursday. The bid was part of plans to revamp the Grade II-listed hall, which closed suddenly in November 2011 after a safety inspection uncovered problems such as asbestos and building structure.The costs are not yet known.

I am somewhat baffled by the above statement from The Witney Town Council. I wonder where they have magically found funds for doing up the Corn Exchange,having had their request for a grant rejected by The Heritage Lottery Fund. Have we all been taken for an epic ride of fantasy I wonder, because if they have had the money up their sleeve all the time, there was no need to apply for a grant in the first place, and no need for nearly three years of wasted time in starting work on the inside of the building.I also wonder about the asbestos being a reason for the closure of the Corn Exchange,as that was not stated when the doors were shut..It was apparently discovered in a survey this spring,in spite of many denials of its evil prescence. I do hope that the council has not overstretched its rescources or we will all be in trouble. If the costs are not yet known perhaps they should be before work is begun, as grandpa used to say" Start in haste Repent at Leisure.
