Road questions
Sir - Having read the Options Report, the Transport Analysis Guidance (TAG) Report, and the Traffic Modelling Forecast Report, issued by Oxfordshire County Council, these documents have been written, in my opinion, to show a bias to the Cogges Link Road when compared to the Shores Green option. Examples of bias in the papers, so far made available, are: (a) TAG report para 2.5.4 which states SG (Shores Green) would cause a slight adverse effect on . . . a relatively tranquil parcel of land' - tranquil, just yards from the A40?; (b) TAG report para 2.11.3: comments on the Local Plan Strategy are, again in my opinion, incorrect bearing in mind the comments of the Local Plan Inspector.
The decision to bring one end of a new road to a junction opposite an extremely busy supermarket; the fact that it will increase congestion at Ducklington Lane/Station Lane junction; the fact the avowed intention is to reduce traffic into central Witney whilst this road will have the adverse effect; the fact that it is well known yet another 3,000 homes need to be built in Witney calls into question the definition of planning'.
Bearing in mind the TAG report, para 9.1.2, also states both alternatives achieve very similar reductions in traffic', when considering this scheme the words pig's' and ear' spring to mind.
It is also worth noting that Oxfordshire County Council, in refusing to release details of the flood risk assessment, it states was carried out coupled with the advice' given by the Environment Agency until such time as the planning application is lodged hopefully by April 25 (confirmed to me in an e-mail by Julian Hartless, of Oxfordshire County Council), could leave just three working days for candidates at the forthcoming district council election to discuss this with their electorate.

I have not read the document but if it is ture that' both alternatives achieve very similar reductions in traffic' then surely the sensible decision would be to save millions and build Shore's green.
