Easah Suliman headed in from a 40th-minute corner to put the hosts in front at their training ground.
But United hit back after the break thanks to the Arsenal loanee.
Crowley equalised with a shot from 15 yards and within six minutes he netted again, this time from the penalty spot.
Robins goalkeeper Calum Kitscha made several good saves to keep Cheltenham in the game, but United still won the game.
