OXFORD United chairman Darryl Eales admits plans to install a temporary fourth stand have ground to a halt.
Planning permission for a 730-seat structure was passed by Oxford City Council last month.
Everything is in place to get started, but nothing can be done without the approval of Firoz Kassam, who owns the ground.
Eales said: “I’m working on the basis that unless Firoz has a change of heart then we’re stuck now.
“He knows we’ve got planning permission, he knows we’re good to go.
“The ball is in his court as far as I’m concerned, I feel relaxed about it.”
